This enables pruning and sets the pruned node advertised service bit. Some people might consider ~500GB a material amount of space, and it's easy to implement. That's why we have it. There is no dynamic pruning. This bypasses witness download, saving a significant amount of bandwidth, and strips input scripts before storage. Because we validate after storage, and do not reorder storage, this is not feasible when validating. That's why it's limited to milestone blocks. It becomes possible to utilize a 1TB disk as a personal wallet server for a few more years.
