Non-portable optimized build intructions:

CFLAGS="-march=native -mtune=native" CXXFLAGS="-march=native -mtune=native" ./install-<cmake/gnu>.sh <other options>

The configuration scripts won't say things are enabled, but the compiler flags will get set and that's all we need. Doesn't do anything related to cuda, as that's as far as I'm aware, not a compiler flag.
